Budget Committe Determines Monetary Aspect os Bills
The Select Committee on Budget & Appropriations chaired by Hon. Ndindi Nyoro (Kiharu) has today convened to consider various legislative proposals with monetary aspect.
The Committee incorporated the Sponsors of various Bills for presentations in order to help make determinations.
Defending the Advocates (Amendment) Bill, 2023, Hon. Timothy Kipchumba Toroitich (Marakwet West) sought to amend the Advocates Act, Cap 16 to permit citizens of Rwanda and Burundi to be eligible for admission as advocates in Kenya subject to them having requisite professional and academic qualifications.
Hon. Toroitich’s legislation provides a source of revenue for the country whereby the advocates from the two (2) countries seeking practice in Kenya will be subjected to an admission fee of Ksh. 1,000 and a subscription fees of Ksh. 2,000 paid to the Law Society of Kenya.
In support of the Bill, Committee acknowledged the advantages that the Bill poses saying that it was a gainful venture into the profession for the country.
“The net effect is that Kenya is gaining. Even the National Treasury is in support of this Bill,” said Hon. Nyoro.
Further, it is envisaged that Advocates (Amendment) Bill, 2023, will also promote the implementation of the East African Community desire for a Common Market, since it will allow for free movement of professionals within the East African Community.
The Water (Amendment) Bill, 2023 by Hon. (Dr.) Arch. Daniel O. Manduku (Nyaribari Masaba) sought to reduce the cost of construction of a borehole between was 1-2% of the total drilling and equipping costs resulting to a slight reduction in the cost of access and purchase of water by Kenyans.
According to the Bill, if enacted, Kenyans will not pay fees for Water Regulatory Authority (WRA) permit to construct a borehole.
Also, the Committee examined the Basic Education (Amendment) Bill, 2023 by Hon. George Peter Kaluma (HomaBay Town) and the National Health Insurance (Amendment) Bill, 2023 by Hon. Tindi Mwale (Butere).
