Counties Decry Delayed Disbursement Of Resources
Kakamega Governor Fernandes Barasa in his capacity as Chairperson of the Finance and Economic Affairs Committee at the Council of Governors (CoG) paid a courtesy call to the Cabinet Secretary for National Treasury and Economic Planning Prof. Njuguna Ndung’u to discuss delayed disbursement of the Equitable Share of Revenue to the devolved units.
In a statement read to the media at the Council’s Delta OfficeGovernor Barasa said to date counties are owed by the National Treasury a total of KShs. 103,111,993,876 dating from the month of October 2022 till January 2023.
This he added continues to paralyze important activities and projects denying Kenyans services against the constitutional spirit of devolution.
Other important issues discussed during the meeting include Criteria for disbursement of equitable share of revenue to Counties, Payment of outstanding Contribution in Lieu of Rates (CILOR), The Draft 2023 Budget Policy Statement, Support towards the execution of the induction of the CECMs for Finance and Economic Planning; and, Strengthening of Intergovernmental Fiscal Relations between the Finance Committee of the Council and the National Treasury and Economic Planning.
The Governor was accompanied by his Kisii County Counterpart and Member of the Finance Committee H.E. Hon. Simba Arati.
