Governors Want Fund Approval By Controller Of Budget Automated
The Council of Governors wants the Office of the Controller of Budget to address fund delay issues.
Despite the national government releasing funds, governors find that their finance officers and CECMs still need physical approvals from the Controller of Budget, leading to service delays.
Some counties haven’t paid their employees July salaries due to delays.
Governors Cecil Mbarire and Fernandez Barasa while representing others in the morning session on Thursday proposed automating the approval process.
Others in the session included Treasury Cabinet Secretary Njuguna Ndung’u, CRA Chairperson Mary Chebukati, Budget and Appropriation Chairperson Ndindi Nyoro, and World Bank Country Director Steve Keith.
Governor Barasa pointed out that disparities in fund allocation between counties and the national government were affecting service delivery.
Chebukati suggested an Integrated County Revenue Management System to enhance revenue collection.
Keith praised devolution’s positive impact and expressed World Bank’s ongoing support for climate change mitigation programs.
