Hiring of 50 CAS’s is Against the Constitution-Reuben Kigame
The Party leader Jenga Mkenya Movement Reuben Kigame now says hiring of the 50 CASs goes against the Constitution.
“We would like to express our great displeasure with the recent appointment and hasty swearing in ceremony of the 50 CASs. We are saddened by the hasty manner in which the function was conducted in the ewe hours of the day ostensibly to avert glaring court action,” said Kigame.
He applauded the Court for issuing appropriate injunctive orders restraining the appointees from assuming their roles or drawing any salary or benefits that pertains the office.
“We call on the executive to honor this court ruling . We maintain that the hiring of the 50 CASs goes against our Constitution of Kenya 2010 and is an unnecessary burden to the taxpayer,” he added.
He noted that the 52 CASs annual budget is enough to build new JSS classrooms and the Sh460 million annually in salaries and more that will be spent on unnecessary luxury vehicles and offices would be enough to build more than 1,000 new schools.
“We demand the Immediate revocation of these appointments,” the Jenga Mkenya Movement Party leader said.
He however said that the movement is against the impending sale of public entities and parastatals without Parliamentary oversight or engagement.
“The cabinet’s action is tantamount to overthrowing the constitutional mandate of Parliament and an assault on the principle of separation of power. We call on parliament to exercise its parliamentary sovereignty, most importantly, its voice as the people’s direct representatives. A weak parliament is a precursor for dictatorship,” Kigame said.
On the University and colleges students’ plight Kigame said HELB has run out of cash, leaving 140,000 students stranded.
“The poor students will have to find alternative means of paying for their tuition, accommodation, and upkeep as they await the Treasury to release Sh5.7 billion,” he said.
“We are also opposed to the increase of university fees 3 times more than students and parents pay before. This is burdensome and oppressive. It is such a shame that as this happens, the government is busy allocating Billions for officials to occupy unconstitutional offices, Vehicles and entertainment budgets. We call upon Kenyans to take note that the future of Kenya’s leadership is being threatened through education mismanagement,” he added.
On the ongoing demonstrations the Jenga Mkenya Movement party leader said they do not support the structure and implementation of the demos and therefore guide their supporters to desist from them as planned.
“We will lead better organized demos at a later date, if the current circumstances of high cost of living persist without necessary remedial measures by government. We however implore the government to stop meddling in peaceful demonstrations, perpetrating violence, and provoking anarchy,” he noted.
He called for a speedy formation of an interfaith mediation team, to bring the two sides to the negotiating table to prevent further escalation of the crisis.
Kigame further said that the Country has adequate resources to address the current challenges if the executive sets right the country’s priorities.
“Why should the top 3 office holders get allocation of close to Ksh.1 billion for new cars? Why the billions to the first, second and third ladies while majority of Kenyans continue to suffer under harsh cost of living? If there’s implementation of austerity measures as continuously purported, why increase budgets to the Presidency and other departments of National Government?” he said.
